SENIOR PUBLIC SECTOR REFORM ADVISOR

 The Aqaba Community and Economic Development (ACED) Program is a United States Agency for International Development (USAID) funded program, ending in October 2012, benefiting the people and businesses of the Aqaba Special Economic Zone (ASEZ). The ACED Program seeks to recruit a Jordanian full-time Senior Public Sector Reform Advisor to be based in Aqaba. The Senior Public Sector Reform Advisor will ensure efficient and effective implementation of strengthened government practices in ASEZ through working with different stakeholders including ASEZA and ADC.Main responsibilities of the Senior Public Sector Reform Advisor
  • Advise on any administrative, regulatory, and policy reforms needed to implement or facilitate reforms and enhancements of different stakeholders mainly ASEZA and ADC          
  • Advise on technical assistance to be provided to ASEZA, ADC and other stakeholders in terms of institutional reform, development and capacity building.        
  • Prepare Scope of works (SOW), Job descriptions and RFPs for engagement of consulting firms and individual national/international consultants for various assessments and aspects of institutional and reform support;
    Participate in the Technical evaluation of offers for selection of consultancies, commodities  and any other related procurement as required;
             
  • Follow up the implementation of the program’s work with the stakeholders to assure full quality implementation and sustainability;         
  • Develop standard operating procedures for the program initiatives and different stakeholders mainly ASEZA and the ADC;        
  • Provide input for component1 work plans, quarterly and yearly reports and all related documents as required;
  • Contribute to the ACED Program work plans, monthly bullets and indicators; 
Education, Experience and Required Skills         
  • Must be a Jordanian citizen         
  • Bachelor’s Degree in management, business administration, public policy, engineering or related field, MBA is a plus         
  • At least 10 years in institutional development/ institutional reform, policy development or related filed;         
  • At least 4 years working experience with donor funded programs, preferably USAID;        
  • Proficiency in the following fields of expertise: public administration reform, institutional development, OD/Human resources, public finance, decentralization, strategic planning.         
  • Proficiency with MS Word and MS Excel         
  • Good interpersonal skills, cross cultural skills, ability to work independently and in a team         
  • Strong English speaking skills
